SVG Electricity Supply Act Update

The Government of Saint Vincent and the Grenadines (GoSVG), with support from GIZ, is seeking to modernize the Electricity Supply Act of 1973 to reflect the country’s current energy policy and electricity sector objectives. The assignment will develop legal recommendations and detailed drafting instructions for a modern, technology-neutral legislative framework that supports renewable energy and storage deployment, private-sector participation, market diversification, system resilience, and increased investment in the electricity sector.

K&M will assess gaps in the existing legal, regulatory, and institutional framework; benchmark relevant legislation and regulatory approaches from the OECS, other small island developing states, and international jurisdictions; and develop policy and regulatory recommendations for reforming the Electricity Supply Act. K&M will translate these recommendations into detailed, clause-by-clause drafting instructions; facilitate consultations and a stakeholder validation workshop; and prepare an implementation roadmap identifying the secondary legislation, regulations, licenses, codes, institutional measures, and sequencing required to implement the revised Act and strengthen the enabling environment for energy investment.
