Mr. Garcia has over 30 years of experience in the power generation and consulting. He began his career working for several utility-owned and private-owned power plants of various technologies in Colombia, South America. He progressed from a field operations and maintenance engineer and supervisor to manager of technical, environmental, and generation (COO). In Colombia, he also supported consulting assignments in parallel to his plant management duties. He then relocated to the United States, recruited by one of the top global manufacturers of gas turbines, steam turbines, generators, and power plant equipment. From there he managed the implementation, service operations, sales, and contract negotiation of multi-million-dollar long term service agreements (LTSA’s) of combined cycle power plants across the Americas until he joined K&M Advisors as Technical Services Director. His diverse work experience includes power plant projects development, O&M, construction monitoring, due diligence, risk assessment, consulting, and contract negotiations in Argentina, Brazil, Chile, Colombia, the Dominican Republic, Guyana, Italy, Jamaica, Mexico, Panama, Puerto Rico, and the U.S. He is familiar with various types of power plant contracts (PPA, LTSA, O&M, GSA, EPC), with international energy market drivers, and applicable technical and environmental regulations. In addition to his extensive training in power plant O&M and business management education, Mr. Garcia holds a degree in mechanical engineering and a minor in surface mining projects from Universidad del Norte, a post-graduate production management specialist degree from Universidad ICESI, and a commercial contracts management master’s certificate from Villanova University.
