Caribbean Water Sector Resilience for CDB

Latin America and the Caribbean

October 1, 2026

Growing pressures on the Caribbean water and wastewater sector in delivering reliable, clean water supplies and adequate wastewater services, driven by persistent financial constraints and external shocks including supply chain disruptions, cyber-attacks, climate and non-climate disasters, and freshwater volatility. In response, development by the Caribbean Development Bank (CDB) of a Caribbean Water Sector Resilience Program — a regional initiative, structured in two phases, aimed at holistically addressing operational, financial, and institutional risks across CDB’s Borrowing Member Countries (BMCs). First phase centered on co-creating a Caribbean Water Sector Resilience Framework with sector stakeholders, with a subsequent phase to identify a corresponding pipeline of investments. To initiate this work, a regional workshop hosted by CDB at the 34th Annual Conference and Exhibition of the Caribbean Water and Wastewater Association (CWWA), held in Belize from October 20–24, 2025, and engagement of a K&M consultant, under a direct individual consultancy contract, to prepare and facilitate the workshop and to help define the approach for designing the Program.
K&M consultants’ services comprising three principal tasks. Preparation and review: rapid desk review of previous and ongoing water sector resilience interventions in the Caribbean — including work by CDB and other regional partners, together with relevant approaches piloted elsewhere — and preparatory discussions with CDB and CWWA to confirm objectives, stakeholder profiles, and workshop logistics, with recommendations on the stakeholder mix and logistical requirements and preparation of the workshop agenda, invitation methodology, and facilitation approach. Workshop facilitation: leadership and moderation of a three-hour session during the CWWA 34th Annual Conference in Belize, guiding discussions to elicit stakeholder insights on resilience needs, diagnostic tools, and investment logic and launching further engagement with BMCs on the Program’s roll-out. Synthesis and recommendations: summary of the findings from the preceding tasks and preparation of an Approach Paper setting out the intervention logic, priority themes, existing diagnostic tools and gaps, potential funding lines, lessons learned, partnership and stakeholder-engagement strategies, and key risks for the Program. Deliverables: an Inception Report, the facilitated workshop and its materials, and the final Approach Paper, each delivered in accordance with the agreed schedule.
