The assignment supports the Government of Montserrat in developing a Strategic Energy Transition Plan to guide the country toward a sustainable, resilient, and increasingly renewable electricity and transportation system. The work includes assessment of the existing energy system, renewable energy and storage options, transportation electrification, policy and institutional requirements, investment needs, and a phased implementation roadmap.

K&M assessed Montserrat’s energy system, demand outlook, renewable generation and battery storage options, grid requirements, and EV transition pathways; undertook generation planning and economic analysis; and developed policy, institutional, financing, and implementation recommendations. K&M also supported stakeholder consultations, risk assessment, investment planning, and development of a monitoring and evaluation framework for implementation of the energy transition.
